Unified Carrier Registration (UCR)

The Unified Carrier Registration Program, or UCR Program, is a federally-mandated, annual state-administered registration program where states collect fees from motor carriers, motor private carriers, freight forwarders, brokers and leasing companies in the United States, Canada, and Mexico to register and submit an annual filing, based on the number of qualifying commercial motor vehicles (CMVs) in their fleets. The Unified Carrier Registration Plan is designed to generate revenues to be used for enforcement of motor carrier safety programs.

Under the Unified Carrier Registration Agreement, you must submit your UCR registration with your UCR base state. The UCR Agreement states, that if your state is not a UCR participating state you would use a neighboring state as your base state designation.


Unified Carrier Registration Fees

The UCR fees are based on the size of your fleet. The size of your fleet is determined by the number of power units only, trailers are not included.


Unified Carrier Registration Renewal

The UCR registration year runs from January 1 - December 31st. The Unified Carrier Registration Renewal Period opens in October and is due by December 31st for the following year. TSNAmerica sends reminders notifying our customers of when the UCR Renewal periods opens.


Unified Carrier Registration Record Keeping Requirements

The UCR Recordkeeping requires you to maintain 3 years proof of UCR registration and are required to register for previous years if you have not already done so. States are implementing more stringent UCR audit procedures that can be in excess of $1000 for your first offense.
